In 2016, G20 leaders stressed the importance of quality infrastructure investment, ensuring economic efficiency while addressing social and ecological impacts and aligning with global financial and development strategies.

Developing economies, such as Mexican, have an evident scarcity of financial resources and weak institutions to enhance their Infrastructure with ecological, inclusive and resilient means. As such, these are the regions where a comprehensive approach to infrastructure planning and regulation may be most urgent for the incentive of extensive sustainable development.

It is essential to focus on planning efficient financial alternatives to encourage the implementation of ecological, cultural, and social-economic aspects to mitigate the deficiencies and inequities, and this way, improve the performance of the infrastructure of underdeveloped regions of Mexico.Ìý

Infrastructure investment involves complex risk analysis, allocation and mitigation, given the highly idiosyncratic and illiquid nature of the such investment.

It is fundamental to analyse the link between regional economic performance and infrastructure investment to determine if it has been adequate and find ways to improve it. It is essential to conduct a deep study of the performance and results of particular transport infrastructure projects and their financial structure to determine if the guidelines followed by past public and private administrations have been adequate.

With a proper financial scheme identified and designed, it is overriding to establish a mechanism to improve its implementation and measurement; also strengthen collaboration between governments and environmental, academic, social and private entities.

Ensuring infrastructure investment is well-aligned with environmental and social objectives, including nationally-determined contributions, is also fundamental to delivering on the 2030 Agenda for Sustainable Development and the Sustainable Development Goals and other international agreements.

I have a BA in Architecture from the National Autonomous University of Mexico, a Master's Degree in Building Management from the Polytechnic University of Catalunya, and a Master’s Degree in Transport Infrastructure Construction from the Mexican Technological Institute of Construction.

In the professional field, I have been collaborating for about 12 years with different public, private and social Mexican institutions, such as the Ministry of Transport and Communications, the Mexican Chamber of Construction, the College of Architects, the College of Engineers, the Mexican Association of Roadway Engineering; all these institutions closely related to the Infrastructure Development in my Country. I have been focusing on projects related to the Transport Infrastructure sector from a technical, administrative, planning, regulatory and political perspective. Likewise, I have collaborated with different unpaid activities that give me a better view of the non-profit contribution to understanding social needs and purposes.

In the research field, I have had the chance to apport to knowledge by collaborating on the compilation of information for a series of technical publications for the XXIV World Road Congress. As well as being the author of publications for the XXVI World Road Congress and scientific magazines.

Following the aspects that have gotten most of my attention, I have been improving my constant preparation in fundamental subjects related to finances, economics, technology, sustainability, social integration and local and international certifications, seeking their application in my different areas of performance to encourage an integral and sustainable development of my society.
